Jays Extend Scott Downs Through 2009
The Jays finished a little housekeeping on Thursday, signing Gustavo Chacin, Marco Scutaro and the rest of their bullpen. Scott Downs was also given a three-year extension, leaving Alex Rios as the only player left to sign.

Nice deal to lock up Downs- he would be a free agent after this season and the market for relief pitching is going bezerk (consider that J.C. Romero just signed three years at four million. Scott Schoeneweis signed for 3/11). Downs lead the league in appearances last season, and has quietly become one of the best left-handed relievers in the league over the last two years, posting an E.R.A. of 2.77 and 2.17 (as a reliever).
Somehow, Scutaro was willing to take a pay cut to get a 2-year deal. His contract includes $425,000 in incentives if he ever makes it to 400 at bats, and he won’t get close unless something goes horribly, horribly wrong. Everyone else just got the standard inflation/service time raise that they would if it went to arbitration. Don’t bother trying to understand why Gus gets a raise. That’s just how it works.
